ACPC accredits CBQuezon
as CBAP Wholesaler
In line with Arroyo Administration’s Food Program dubbed as “ Pagkain sa Bawat Hapag”, the Department of Agriculture through ACPC’s Cooperative Bank Assistance Program (CBAP) undertook a consultation with Coop Bank’s for Luzon Group last June 25, 2008 at the Island of Boracay, Malay, Aklan. The meeting was a real treat and well attended affair by designated representatives, with our Chairman Jorge B. Vargas, General Manager Cecile de Guzman and Manager-Loans and Discount—Melvin Villasante joining. It was a successful exchange of ideas, spearheaded by ACPCs Deputy Executive Director, Mon Yedra.
The program aims to increase Coop Lending to the agricultural sector to the priority crops identified by the Department of Agriculture, specially rice and corn, which will at least address food scarcity and poverty issues. It was conceived to be implemented with the direst intervention of ACPC (the lead government agency) to improve organizational capacities through provision of institutional capacity building such as governance, management and human resource development.
To avail the facility, a Coop Bank can either apply as a Retailer, wherein it shall apply for a credit facility through working capital loan or a rediscounting facility with an accredited bank or as a CBAP-Wholesale Credit Provider, which shall primarily be responsible for the loan processing, documentation and release including receipts of collection borrowing under the program. ACPC shall identify and select its partner for the whole sale category, under a pre-determined risks sharing agreement. CBQP passed the accreditation criteria to act as the Wholesale Credit Provider for South Luzon for an initial credit line of PESOS: Fifty Million Only (P50,000,000.00).
To guarantee our exposures under the program, ACPC shall be providing us with hold-out deposit coverage for all releases made which shall be equivalent to 100%coverage of the loan principal of the borrower. We will in turn be giving the Fund Deposit an equivalent 4% interest, for a pass on interest rate of not more than 7% to target beneficiaries.

COOPBANK RAISES STAKE IN MICRO LENDING - Part 1
by: BM Abelle F. Ruedas
The past years external economic environment has been truly challenging, thus the bank to meet the challenge has to redefine is facing the challenges squarely by define what kind of financial institution is called for to be a truly relevant partner in countryside development. Survive as a viable business in playing a major role in closing the ever-widening gap between these two realities of our society by daring to move ahead as a strong player non-traditional financing (micro finance).
CBQP has joined in providing micro credits facilities to our entrepreneurial poorest family. It also aims at making credit and other banking services accessible to the working and entrepreneurial poor.
Micro Finance has proved to be one of the most powerful engines in the global effort to end the crushing poverty that deprives hundreds of millions of the world’s people of sustenance and hope. Micro Finance is based on the idea that if you give a poor person a very small loan for use in a self-employment venture, he will get an amazing return on his investment. The borrower will not only work to end his poverty, but they will also improve the life of his family and strengthen the community.
Micro Finance program has given our beneficiaries the opportunity to lift themselves out of poverty altogether. The increases in household income allow borrowers to have greater supplies of more nutritious food to their families, to educate their children and improve their houses.
ACCOMPLISHMENT HIGHLIGHTS OF CBQP IN THE LAST FIFTEEN (15) YEARS - Part 1
by: Dir. Palermo C. Salvacion Chairman, MPAS Committee
A famous poet once said, “ All things bright and wonderful, the LORD GOD made them all !”
The founding date of the Cooperative Bank of Quezon Province (CBQP) seems to substantiate this poetic line. Great things almost always start from humble beginnings. From this year’s theme: “FIFTEEN YEARS OF CRYSTAL BANKING,” may be gleaned the yearly highlights of CBQP’s accomplishments from its foundation in Lucena City, to wit:
1991 – Twenty enterprising cooperatives pooled their
resources together, thus founding the Cooperative Bank of Quezon Province (CBQP), on November 18, 1991 with a modest starting capital amounting to P1.25 Million, existence of the Bank being formalized by virtue of a Certificate of Registration No. QC-012-FCB, dated November 14, 1991 and Certificate of Authority, dated October 21, 1991 issued by the Cooperative Development Authority (CDA) and the Bangko Sentral ng Pilipinas (BSO), respectively.
1992 – After barely two months of bank operation, the Bank was already generating deposits of P215 Million, and almost doubling the number of its common stockholders from 20 to 36 member-cooperatives.
1993 – With the Bank geared on to increase the number of its investors and to enhance capital build-up, the first ever Miss Coopbank was held in 1993, which helped increase the number of common stockholders from 36 to 53 member-cooperatives, thereby increasing the Bank’s capital base.
1994 – strengthening the Bank’s image has been in focus in 1994. Thru the initiative of Atty. Jorge B. Vargas, the Sangguniang Panlalawigan, under Resolution No. 104, approved the expansion of bank premises up to the land adjacent to its present location. Then a three-storey building was constructed via its CDLF loan of P2 Million from CDA.
1995 – On July 03, 1995, CBQP Gumaca Branch was opened in an office space rented by the Bank, located at Bonifacio St., Gumaca, Quezon, with seven (7) employees. This first branch contributed much growth on the overall operation of the Bank and new common stockholders and clients came to patronize its services as it gained much popularity in the area and nearby municipalities.
COOP HURRAYS!!!
Patterned after an old cliché, to say ‘ Honor begets Honor’ would also hold true as the bank’s member-coops bagged awards in the most coveted Gawad sa Pinaka-tanging Kooperatiba (Gawad Pitak), conducted yearly by the LBP.
This year, two member-coops of the Bank again brought home bacons! St. Jude Multi Purpose Cooperative(SJMPC) a pioneer Member of the bank, is Hall of Fame, Non Agricultural Cooperative awardee, being the recipient of the said award for three consecutive years from 2003 to 2005. Quezon Medical Mission Group-Hospital and Health services Cooperative (QMMG-HHSC), on the other hand is Outstanding Institution – Based Cooperative awardee.
Both cooperatives have consistently demonstrated their undiminished zeal in their espousal of cooperativism and in the pursuit of various cooperative undertakings. Their sustained adherence for excellence in whatever project they trains their eyes on, coupled with re-inventing processes and methodologies that bring about the best in their cooperative endeavors, put them on the forefront as model cooperatives.
